On April 17, 2026, SAC/TC297/SC3 (Test Methods of Hazardous Substances) issued notice to call for standard proposals on the testing methods for hazardous substances in electrical and electronic products (hereinafter referred to as “the Notice”).

The purpose of the Notice is to implement the principles and requirements of the 15^th Five-year Plan, and strengthen the work planning for the standard system in the field of hazardous substances in electrical and electronic products (EEPs), and specifically, standard proposals of national standard are called to all types of organizations and entities (including but not limited to enterprises, manufacturers, research institutions and universities) in the following topics for testing methods for hazardous substances in EEPs:

ž   New technologies and methods for detecting hazardous substances;

ž   Limit requirements;

ž   General technical specifications for testing instruments and equipment;

ž   Product conformity assessment methods.

Entities that intend to participate shall submit the proposal with the application template attached to the notice before May 30, 2026 to the secretariat of the SC. The information required in the application template include: standard name in Chinese and English, applicant name and contact info, meaning and purpose of the standard, issue(s) to be solved, standard scope and main technical contents, and the status of international standardization on the same scope.

Foreign stakeholders, especially those who has entities registered in China, are advised to submit qualified proposals, or actively participate in the SC’s future works for the proposed standard projects as China RoHS 2.0 will become mandatory requirements since August 1, 2027.

SAC/TC297 is the national TC of China on environmental standardization for electrical and electronic products and systems, and the country’s mirror committee of IEC/TC111 with the same name. The secretariat of SAC/TC 297 is held by the China Quality Certification Centre Co., Ltd (CQC), and it consists of 5 subcommittees (SC): SC1 (Materials Declaration), SC2 (Test Environmental Conscious Design), SC3 (Test Methods of Hazardous Substances), SC4 (Recycling Reuse and Recovery), and SC5 (Environmental Evaluation). The key work of this TC is the standard system for the management of China RoHS 2.0, especially the national mandatory standard GB 26572-2025 Requirements for restricted use of hazardous substances in electrical and electronic products is issued, and will come into force on August 1, 2027, and its supportive standards on testing etc.
