On September 24, 2026, the Certification and Accreditation Administration of China (CNCA) issued Announcement No. 23 of 2026, designating a second batch of certification bodies and laboratories for fuse-links and other product categories under the China Compulsory Certification (CCC) scheme. The announcement was published on September 29, 2026.
The decision supplements the first batch of designations announced on June 22, 2026. These designations support the transition of 16 product types—including fuse-links, small-power motors, specified electric tools and welding machines, and selected automotive safety components—from CCC self-declaration to third-party certification.
Under the transition arrangements, designated certification bodies began accepting applications on July 1, 2026, with an exception for motor vehicle safety glass. Enterprises must complete the conversion of existing self-declarations to CCC certificates by December 31, 2026, and promptly cancel the corresponding self-declarations. From January 1, 2027, the affected products must hold CCC certificates and bear the CCC mark before they can be released from factories, sold, imported or used in other business activities.
The second batch designates CVC Certification & Testing Co., Ltd. for fuse-links, small-power motors, electric tools and welding machines. Other designations cover automotive safety belts, motor vehicle external lighting and light-signalling devices, automotive seats and head restraints, retro-reflective vehicle markings, and motor vehicle safety glass.
The safety-glass designations are particularly significant. No certification body had been designated for this category in the first batch, and acceptance of applications was consequently postponed until October 1, 2026. The second batch designates China Testing & Certification International Group Co., Ltd. (CTC) and CAERI Testing and Certification (Chongqing) Co., Ltd., filling that gap.
The decision also adds two laboratories for electric tools and one for welding machines. No certification body is listed for motor vehicle indirect vision devices in this second batch; this should not be interpreted as a statement about all existing designations for that category.
Foreign manufacturers and importers should confirm that their selected certification body and laboratory hold the appropriate designation for their products and arrange certification in time to meet the transition deadline.
