On August 1, 2026, the National Certification and Accreditation Administration of China (CNCA) issued notice (hereinafter referred to as “the CNCA Notice”) to publish new implementation rules and certification transition arrangements for two product categories in China Compulsory Certification (CCC) system: blankets, pads, clothing and similar flexible heating appliances, and electronical toilets (hereinafter referred to as “the Two Types of Products”).
The newly issued CCC implementations rules are:
- CNCA-C07-19: 2026 Implementation rules for product compulsory certification — blankets, pads, clothing and similar flexible heating appliances
- CNCA-C07-20: 2026 Implementation rules for product compulsory certification — electronical toilets
China has been adjusting its CCC system for stricter supervision since the beginning of 2026, by changing the certification model of multiple product types from self-declaration to third party certification. The Two Types of Products have always required for third party certification, but the corresponding effective implementation rule is CNCA-C07-01: 2024 Implementation rules for product compulsory certification — household and similar electrical appliance, a general implementation rule that apply to a variety of appliance, including but not limited to water heater, household washing machines etc.
These two newly issued implementation rules break away from the previous model, adopt a more detailed approach by establishing independent certification rules for each product type. These product-tailored certification rules are formulated based on the unique safety risks, manufacturing processes, and industry technological levels of the Two Types of Products ensuring regulatory requirements better align with actual product conditions and enabling precise identification and control of core safety risks.
Compared with CNCA-C07-01: 2024, the new implementation rules mainly include changes in four aspects:
- Further strengthen responsibilities: all stakeholders, including but not limited to designated certification bodies, labs, staff and manufacturers, shall bear clearer and traceable responsibilities in the full lifecycle of the certified product.
- Enhanced supervision system: measures are further specified such as supervision after certification will be enhanced, and the proportion of unnoticed inspection will be increased.
- More authentications in process management: sampling is required to be carried out on the production site to avoid “customized” samples; prohibit non-certification-relevant persons or parties to get involved in the certification process (such as intermediary etc.)
- Unify implementation criteria: standardize the format of type test reports, division method for certification unit, and sampling requirements; clarify the mandatory inspection items in the supervision and inspection; add requirements for key manufacturing process.
The Notice also specifies the transition period and arrangements for the new implementation rules:
- From the date of this announcement until September 30, 2026, certification bodies may conduct CCC certification activities in accordance with either the old or new version of the certification implementation rules, based on the preference of the certification applicant.
- Starting from October 1, 2026, relevant certification activities must be conducted according to the new version of the implementation rules; valid CCC certification certificates already issued may continue to be used until it needed to be renewal or revoked.
Foreign stakeholders of the Two Types of Products are advised to:
- Fully review the new requirements in the implementation rules and make adjustment accordingly.
- Carry out necessary internal assessments to close the gap on the relevant management systems (such as product, quality assurance etc.) to stay compliant.
